Intro

The WA Government has appointed respected Western Australian economist John Nicolaou as the third member of the independent panel leading the Racing and Wagering Western Australia (RWWA) Financial Sustainability and Governance Review (the Review).

Mr Nicolaou brings more than 25 years of experience in economic analysis, public policy and governance, including senior roles in the WA Treasury, the Commonwealth Treasury, and the Chamber of Commerce and Industry of WA.

Mr Nicolaou joins fellow reviewers the Hon David Templeman and Professor Warren Harding AM to deliver a comprehensive, independent assessment of RWWA's long-term financial sustainability and governance arrangements.

The Review was announced by the Minister for Racing and Gaming, Hon Paul Papalia CSC MLA, to ensure the ongoing strength and transparency of WA’s racing system.

A Discussion Paper has been released to guide public input and outline the key issues under consideration. Together with the Terms of Reference, the paper sets out the scope of the Review and provides details on how stakeholders can contribute. The reviewers are encouraging broad stakeholder engagement across organisations, businesses and interested parties across the WA racing industry

Call for submissions

Submissions are now open and will close at midnight on 8 March 2026.
